PROFESIONAL CONSULTING SERVICES FOR CODE RREFORM
The Town of Palm Beach ("Town") invites proposals from qualified firms ("Consultant") with expertise in zoning and land use for assisting staff with a process resulting in the preparation of an improved and updated zoning code for the Town.
GOALS The main goals of this assignment are to propose and to conduct numerous public input meetings in an effort to review and to propose changes to the Town Codes. This effort is required to have the codes support and preserve the historic character of Palm Beach, to protect the "small town" nature and feel of the Town, and to promote a more resilient residential community.
PRIMARY WORK PRODUCT Responsive proposals will describe the approach, the process and estimated time and costs to: •Planning and conducting public outreach and educational activities; •Prepare amendments to the existing Zoning Code; •Integrate the code amendments into user-friendly formats; •Attend associated Town meetings to review and present information relative to the code amendments; and •Present final work product to Town Commissions and Council. •Optional development of design guides and assistance with the 2024 Evaluation and Appraisal Review of the Comprehensive Plan, if requested.
Suppliers may start to work on their proposal, save the work and come back latter to continue working on their proposal, and this platform (Mercell/Negometrix) will save their work. Suppliers, who started the proposal; are not obligated to submit. After the deadline, if bid has been submitted, the proposal will constitute an irrevocable offer for a period of six (6) months. Once opened, proposals become a record of the Town.

PRE-PROPOSAL MEETING A pre-bid meeting will be held on: January 20, 2022 at 10:00 AM. via Go-to-Meeting Platform, please see attached Go-To-Meeting instructions.
QUESTION DEADLINE The deadline for questions is seven (7) CALENDAR DAYS before the end of the Offer Phase (due date), which is February 7, 2022.
The Town may provide written addenda up to five (5) calendar days before the date fixed for receiving the proposals.
SELECTION COMMITTEE MEETING Consensus Virtual Meeting through Go-To-Meeting platform will be held on February 17, 2022 at 10:00 am. Please see Go To Meeting instructions attached.
PRESENTATIONS/INTERVIEWS In case of Selection Committee will call for interviews, tentative interview day will be February 28, 2022 starting from 12:30pm. All proposers should mark this day and be available in case they will get an interview invite. Top ranked vendors will be asked to come in person and will receive a separate email with time certain.

CONTRACT AWARDS: The Town anticipates entering into an Agreement with one or multiple Proposers, who submits the proposals judged by the Town to be most advantageous to the Town.
