INTENT OF REQUEST FOR PROPOSALS
The intent of this request for proposals is to secure a construction contract for the expansion of the existing membrane water treatment plant facility, including improvements to make it a stand alone water treatment plant.
This project is being procured using the Competitive Sealed Proposal Method as allowed by Local Government Code Chapter 2269, Subchapter D. Construction shall be fully complete within 24 consecutive calendar months.

SUBMISSION DEADLINE The proposal submission deadline is 2:00 PM CST on Tuesday, January 19, 2021. Late submissions will not be accepted.
Due to the Infectious Disease Procedures (COVID-19) that are in place, we are requesting that proposers not physically attend the proposal opening. Instead, the proposal opening will be held virtually.

PRE-PROPOSAL CONFERENCE A voluntary virtual pre-proposal conference will be held at 1:30 PM CST on Thursday, December 3, 2020. Although attendance is not required, it is highly recommended.

RESPONSE SUBMISSION Sealed proposals can be delivered electronically through the Negometrix e-procurement platform or via hard copy to the Purchasing Department located at 3210 E Avenue H, Building C, Temple, Texas, 76501.
**All Vendors must ensure that their time zone settings are set correctly to Central Standard Time (UTC-06:00). All times posted will be in Central Standard Time. Late proposal submissions cannot be accepted due to issues with time zone settings.
